This looks like a problem between dh-autoreconf and autoconf-wrapper. Based on
Bug #651598[1], it looks like dh-autoreconf does not work well with autoconf2.13
which is used in Testing.

Confirmed, build starts when removing autoconf2.13. Could you build
conflict with it as well until dh-autoreconf is fixed?
