More specficially it fails because the configure script fails
to find /etc/pcp.env which is provided by package pcp

The package builds fine if pcp is installed, please add it to
the build-depends or otherwise fix this bug.

Thanks guys - preferably we wont have a dependency on pcp, I've cooked
up a patch to continue to have a libpcp3 dependency only (via /etc/pcp.conf
use, in place of /etc/pcp.env) ... will upload it shortly.

I can think of 3 approaches, there may be others...  You could fix the
library to behave sanely without configuration, move pcp.conf to a
separate package, or rename it to something that includes the library
version.  Probably in that order of preference.  The same goes for
/usr/include/pcp/* btw, that has nothing to do in a shared library
package.

There'd be fairly invasive code changes needed to do that, and much
diversion from upstream, so can't really see that approach being viable
in this case.

Not 100% sure what you mean ... do you mean rename pcp.conf to
something including the library version?  Ah, I see - the underlying
issue is this doesn't allow multiple versions of libpcp to be installed
simultaneously right?

Right.  Unless you're absolutely sure the ABI will never change, having
files in the shared library package whose path isn't tied to the
library's SONAME causes pain down the road.

I've opened 655440 to track this issue, thanks again.  I'll upload the pcp-gui
build fix in the morning (separate change), the fix there appears ok so far.
