I would like to be able to configure PHP (that is, presumably, modify
php.ini) in a convenient way. I use Apache, if the control panel could
also integrate with the web server.
I prefer Qt, but I would use anything.

It's neither the bug in the PHP nor it is PHP responsibility to provide user friendly configuration GUI.
Unfortunatelly the webmin was removed from Debian, because nobody was interested in maintaining it. However you can still install the webmin from the source and/or fill an RFP bug: http://www.debian.org/devel/wnpp/

FWIW i agree with ondřej here... neither mysql nor apache2 provide guis for
their configuration in their official releases either. i imagine that if you
took the request upstream they wouldn't be so fond of the idea either.
this is not to argue against whether or not it's a good idea, just that you're
asking the wrong people in the wrong place. a very quick googling found:

i suggest you go talk to those guys and see if there's any bitrot that needs to
be dusted off.

I don't need a GUI badly enough to install Webmin manually, the
point is to make our life easier... but thanks.
If you think Webmin is the right choice for this, then please feel free to
file an RFP, perhaps blocking this report with the WNPP report (I
personally didn't use it since its removal).

That is all well and good but the first problem is that php5, the
package for which you are filing this against, is not the right place
for this enhancement to go. The second problem is that there isn't
any place for requests such as that to go. This is not a useful
issue to track in this way.

So as I understand your statement you have been presented with a
reasonably easy way to manage your configuration file, by installing
the already existing webmin. Webmin isn't availale as a package at
this moment but the source project exists and isn't that hard to
install. You are rejecting this as being too difficult. But on the
other hand you are asking Ondřej and the rest of the Debian package
management team to create from scratch a management interface for the
same, completely handle the security implications, package it, include
it in Debian, and maintain it forever. That is what prompted me to
add this message to the discussion.
As to your original issue:

The most convenient way to configure the php.ini file is already
available. It is a text file. It may be conveniently edited with any
text editor. If that is insufficient for you then I think it is
perfectly reasonable to expect that you would be be the one who would
need to be willing to do the work to provide alternatives.

I think you're right. Please don't take the package assignment too
seriously - this is simply assigned to php5 so the request can be found.
Assuming the interface is packaged in its own binary package, it doesn't
mean the php5 source package needs to build that package. The only
change needed to the php5 source package may be to make php5 suggest the
new binary package.

Thank you, that's interesting. The current release is 1.0.0RC2, released
on 2010-10-24. The previous release was RC 1, released in 2006. It may
not come very fast, but it's worth tracking.

There is always a place for requests to go. When no good place exists,
reports can be filed against the "general" pseudo-package.

Please remember this is not about *my* configuration file. I'm asking
this for all of us PHP administrators whose life could be simplified
with a good configuration interface. I am myself just a PHP application
developer who needs to change a PHP setting once every few months. I
didn't mean to say that manually installing Webmin would not be worth it
in all cases, but the Webmin way means administrators need to:
* know that Webmin can do this
* install it
* keep it up-to-date
I don't think this effort will be worth it for many.

I am not asking anyone to create from scratch a management interface.
Webmin may well be the solution. There may be another configuration
interface already created. Or, my request may entail creating an
interface from scratch.
I don't know, all I'm asking is to offer an interface.

I'm not saying a configuration file is insufficient for me. All I'm
saying is that we would provide a better product by offering users a
better configuration interface.
