I just upgraded from gdm to gdm3 and noticed the following bug.
When I log in with user1 and then from user1 choose "New login" and then
login with user2, there are indeed 2 users logged in. But when I then
log out with user2 and go back to user1 and there try to shut down the
system, I *always* get the question: "Oh, there are multiple users
logged in and security policies say you can't shutdown now." But, it is
WRONG of course, there is only one user logged in. This means I always
have to do cancel here and shutdown again from the gdm greeter.
This worked fine in gdm!
I hope someone can fix this...

What’s the output of ck-list-sessions when you’re doing that?

I have the same issue.
Once user1 logs out it is not recognized by gdm3 preventing user2 to shutdown.
I also noticed that the screen lock works only for user1, switching to user2
does never ask for a pw.
