There were no upstream releases with pkgconfig support yet, so I
backported that from upstream hg.
As the package is in old format, I converted it to 3.0 (quilt) first
using /usr/share/doc/quilt/dpatch2quilt.sh.

Changes:
 sdl-net1.2 (1.2.7-2.1) unstable; urgency=low
 .
   * Non-maintainer upload.
   * Convert to 3.0 (quilt) format
   * debian/rules:
     + update and add --disable-gui configure option
     + use ./autogen.sh in configure
   * debian/patches:
     + add 40_pkgconfig_hgd61d0055d08c.patch
   * ship .pc files

Notes:
- debian/rules: ./autogen.sh may require build-depend on automake (or
w/e beast).
i don't know if running ./autogen.sh is appropriate (changing source
one-way?), but that seemed way better than autoreconf/libtoolize
manual patching every time
