The file /usr/share/doc/php5-common/examples/php.ini-development is not a development conf example,
it is a copy of /usr/share/php5/php.ini-production

it does not.

The version in git (vanilla with pkg-php5 patches):
ondrej@howl:~/Projects/pkg-php/php5$ cat php.ini-development | tr "\t"
" " | md5sum
085dcf37e8208ad542edf3379bec508c  -

The version in the package:
# md5sum /usr/share/doc/php5-common/examples/php.ini-development
085dcf37e8208ad542edf3379bec508c
/usr/share/doc/php5-common/examples/php.ini-development

And it differs from production one:
# diff -urNap /usr/share/php5/php.ini-production
/usr/share/doc/php5-common/examples/php.ini-development | diffstat
 php.ini-development |   96 +++++++++++++++++++++++++++++++++++++++++-----------
