We would like to perform the transition from  libmagickcore3, libmagick++3, libmagickwand3 to libmagickcore4, libmagick++4, 
libmagickwand4

This transition will requires sourcefull uploads as there is a (minimal) API change.

Packages are in experimental

php-imagick b-d on versionless libmagickwand-dev and can be binNMUed,
I don't think it's anything we have to do. Please request binNMUs
after the package hits the unstable (unless you know it will break the
package).

Unless Guillame will update the package to latest 3.0.1 in which case
it will get fixed too. Guillame do you need a sponsor for the upload?
