 GOSSiP systems track the ratio of spam to ham for each domain, and compute a
 reputation score from that. They also compute a confidence score that
 increases with the number and freshness of observations.

 They can also check with peers, and combine scores.  Observations are
 provided by a spam filter or user feedback.  
 .
 Pygossip is a GOSSiP implementation.
