tarball within comedi-source does ship include/linux headers, which would be of
use for building other projects, e.g. comedi-aware interfaces (e.g.  RTAI
with comedi support, see #606122), or 3rd party comedi drivers

So it seems to be logical to provide comedi-dev package for that purpose
