fcitx ships data/pyPhrase.org which is not dfsg free, the document in
doc/pinyin.txt describe (in Chinese and in GBK encodinga) that this file
can only be used in fcitx, which is not DFSG free.

It's gone now. And the diff between old testing's and new sid's isn't
what we could describe as "minimal". So, no, sorry.

Well the real problem is a textual data file has a legal  problem, and
the program itself does not have changes. My question is, is it
possible to introduce 3.6.4 to testing now?
