This is the same problem I saw in
<bugzilla.kernel.org/show_bug.cgi?id=15544>: Upon waking up from S3
sleep, the screen came back very close to black (with just enough
brightness that I could make out where my Emacs window was).  I'm
running vanilla 2.6.36.  The hardware is a Thinkpad T60 with Intel
graphics.

I pretty much am running that kernel.  I compiled 2.6.36 by taking the
config file from the linux-image-2.6.36-rc6 package in experimental,
then doing

  yes "" | make oldconfig

and building the 2.6.36 package.

How can one tell whether the bug is in xserver-xorg-video-intel or in
the kernel?

No, that doesn't seem the same.  The reporter of the bug you mention
didn't mention the screen being dim on wakeup.

Sanjoy, any news?  Did you file a new bug upstream or follow up after
<https://bugzilla.kernel.org/show_bug.cgi?id=15544>?  (By the way, did
the fix mentioned there help you with the originally-reported
problem?)  Have you tried more recent kernels, and if so what is the
latest broken / first fixed one you found?

I don't think the fix in <https://bugzilla.kernel.org/show_bug.cgi?id=15544>
solved the problem for me.  That fix was in 2.6.35-rc2, but the problem
happened for me even with the 2.6.36 kernel.  

However, the good news is that the error is now gone; or rather the
error shows up but is cleared so the system doesn't hang.  I don't know
exactly which kernel solved the problem.  I think it was 2.6.38.  What I
noticed different in the dmesg log is that, ever since I stopped
experiencing hangs, the following line showed up implying that the error
is being cleared automatically:
