When the "downloading required packages" dialog finishes and "installing
software" dialog appears, synaptic steals focus from other apps, even though no
user input is necessary.

This is very irritating when leaving packages to download and install in the
background, as it interrupts the user unnecessarily. Expected behavior would be
for synaptic to do its thing and only raise focus or flash if a package install
requires attention.

I believe this bug applies to other synaptic dialogs too (e.g. view changelog
dialog), however it is only the above behavior that really affects usability.
