A newer release, 0.88.0-1, is pending inclusion into Debian.
At the moment it is only unofficially available built for amd64 - I will
try make a sideport available shortly for you to test.

Almost wrote same problem because the symptom matches, but the reason is
different. The Python files from sugar-toolkit are there, but

So to ensure that I understood you correctly: The actual __init__.py is
properly installed below /usr/share/pyshared/..., but is not properly
symlinked below /usr/lib/python2.5/...?
If so this seems a bug in python-shared.
I await your response, and if affirmative, this bugreport should be
reassigned to python-shared (feel free to do so yourself, or else I will
do it).

The problem probably is two packages (python-sugar-0.88 and
python-sugar-toolkit-0.88) sharing the same namespace (package "sugar").

As logger.py and some others are missing as well, this is quite a safe
bet now. :-/
I've filed a ticket [1] upstream to avoid this issue for future
releases, but python-central should be fixed nevertheless.

Failed to reproduce this:
- installing the 0.86 packages from testing and upgrading
to unstable works.
- installing the 0.88 packages from testing and upgrading
to unstable works.
- installing the 0.86 packages from testing and installing
the 0.88 in unstable works.

I could imagine this happens when a conflict in the python-sugar-0.xx packages
was missing such that the new version was unpacked before the old one was
removed. but looking at the current packages in testing and unstable, the
conflicts are ok. would it be possible that a conflict was missing in the past
for one upload?

right, but python-sugar-toolkit depends on python-sugar and the __init__.py is
correctly installed in the python-sugar package. I don't see any problem with
this. Or did some version of an python-sugar-toolkit package ship the
__init__.py file?

I don't think this is an upstream problem.
This could be either a bug in python-central, or a missing conflict in some
earlier version of the sugar packages.
I'd suggest to build with (env var) DH_PYCENTRAL=include-links; the packages are
arch dependent anyway, and you avoid the symlinking at install time.

Is it really busted?
Can anyone reproduce the bug at all? So far it is only experienced by
Sascha, and I do not even no if Sascha is able to reproduce!
Sascha, David, Luke, and/or anyone else: Please try to reproduce that
bug, and please post your experiences trying to do so to the bugreport
rather than only to this list.
Also, if succesful in reproducing, then please provide details (e.g. apt
and aptitude logfiles) dpcumenting exactly which versions of which
packages was installed and upgraded in which order to trigger the bug.
NB! I have now subscribed the list to the bug, so please only post to
the bug when discussing this issue, and the list will receive a copy.
I repeat: Please to _not_ spawn a discussion only on this list, but post
_only_ to 576270@bugs.debian.org and we should all receive your post.

I recently stumbled over #575891 ("dpkg makes wrong assumption about
readdir() and lose[s] metadata files with btrfs"). It matches my problems
very well and has since been fixed, so we can probably close #576110 and
#576270.

Sounds good!
Please go ahead and close them yourself: Just send an email to e.g.
576110-done@bugs.debian.org explaining why it is closed.
(normally it is best to then also add a psudo-header inside to body
indicating in which version of the packaging it was solved, but that is
irrelevant if really it wasn't a bug (here) after all).
