Apparently, php5-cgi is compiled to read "/etc/php5/cgi/php-cgi-fcgi.ini",
but only installs "/etc/php5/cgi/php5.ini", so the ini file never gets
read.

No, it doesn't. It checks for php-cgi-cgi.ini and after that it checks
for php5.ini. If I am wrong, please attach strace output and reopen
the bug.
