I still have the odd package where I need to make some files executable
after unpacking (or after patching).  It would be nice if there were a
way to declare this in the 3.0 format, along the lines of
debian/source/include-binaries.

Files coming from the upstream tarball?

Otherwise if it's files coming from the debian tarball, the execute bit
should be preserved.

Obviously files created by patches still have the problem.

I meant files created by patches.  Sorry to be unclear.
