but i build once a deb package of joomla for my purpose
job was done by some indonian team ...

I read the duplicate and it said that the issue was proprietary icons. Can't we solve this the same way we did with the Iceweasel/Firefox issue?

yes, if you replace the non-free icons with free content, it would be
acceptable.  

however, joomla is a security nightmare, and the security team would
need some kind of assurance/demonstration of the maintainer's ability
to backport security patches over the full lifetime of a stable release.
