bzr builddeb fails with "ERROR: No module named configobj" and cannot do
anything. dpkg --status shows that python-configobj is installed even
if not listed as dependency.

$ bzr builddeb
bzr: ERROR: No module named configobj
You may need to install this Python library separately.
