I found out that wbc depends on mulgara which is released under Open Software License 3.0, DFSG incompatible. 
I don't want neither packaging mulgara as non-free nor putting wbc in contrib so I downgrade it to RFP, if anyone wants to continue.
Also maven-release-plugin's ITP, probably ignorable wbc dependency, to RFP.
