When running org.apache.xml.resolver.apps.resolver, using the -d option
has no effect.  Only the /etc/xml/resolver/CatalogManager.properties
file's values modify the verbosity.  This makes it difficult to debug
the workings of the resolver unless the user is root.

Testcase:

  lakeview ok % java -cp /usr/share/java/xml-commons-resolver-1.1.jar:/etc/xml/resolver org.apache.xml.resolver.apps.resolver -d 99 -u http://docbook.sourceforge.net/release/xsl-ns/current/xhtml/docbook.xsl uri
  Resolve URI (uri):
          uri: http://docbook.sourceforge.net/release/xsl-ns/current/xhtml/docbook.xsl
  Result: null

This should print out significantly more information about the process
used to resolve the URIs.
