Justification: Debian Policy 2.5.

The sysv-rc package now depends on insserv, but insserv is
Priority: optional, and the Debian Policy says "Packages must not
depend on packages with lower priority values (excluding build-time
dependencies).  In order to ensure this, the priorities of one or
more packages may need to be adjusted."

I guess since we want to move to insserv for squeeze we can just bump
the priority of insserv?

I'm raising this issue because it breaks crosshurd.

How is crosshurd broken?

I agree that the priority of insserv should be raised.

It migth be a good idea to lower the priority of sysvinit and sysv-rc,
to make it easier to install chroots without the boot system, but I
suspect it is better to discuss that in another BTS report.

sysv-rc's postinst calls insserv and thus fails if insserv not
installed.  I guess crosshurd doesn't look at the deps and just installs
required packages. Michael Banck added insserv and crosshurd should work
again.

Hi,

this bug indirectly affects the Debian Installer as well when using a
minimal mirror.

I'm in the middle of setting up a small reprepro mirror which only pulls
the packages necessary to complete a bare installation.
I believe this should be possible by including all packages that are marked
as priority important or higher, as well as the debian-installer udebs.

Well, it isn't, and I believe it hasn't for many years.  You need to
include their dependencies too.
