  Description     : lightweight tiling window manager

 echinus is a dynamic window manager for X11 supporting
 managing windows in floating, tiled and maximized
 layouts based on dwm. All the configuration is made
 via config file in Xresources format, so it is not
 necessary to recompile echinus every time you change
 something.
 echinus supports a small subset of EWMH to be
 compatible with external panels and pagers.
 It draws a border around windows and also an
 optional title bar. The goal of development is
 a small, fast window manager without features not
 strictly related to window management.

You can have much higher chances of review if you write that request
to debian-mentors@lists.debian.org. Additionally, uploading the source
package to mentors.debian.net and using that site template for the
request is much appreciated by sponsors.

Great idea. I think we don’t have enough window managers in the archive.

I think that at least in this case, this window manager is unique enough
to justify inclusion. There are surely many tiling window managers,
which fall into groupable categories (StumpWM/Ratpoison, XMonad,
dwm/awesome). Julien has done a great job developing awesome, and it
probably deserves its own category separate from dwm. Echinus falls into
the final category it seems, being similar to dwm. And it offers a clear
advantage: configuration via .Xresources (does any other WM support
this?) rather than via recompilation. I think this gives sufficient
reason for inclusion.

In Xresource format != via X resources.  I don't see why a particular
file format is a sufficient reason to one WM or the other.

Speaking of differences from dwm I can name some:
* Xft
* more layouts
* titlebars with buttons
* layout-per-tag
* EWMH
* no bar
* Xrandr, not Xinerama
* no extra dependencies (awesome has 27 dependencies)

Well, I don't really care much to start debating, just read somewhere
on debian.org that you can package any software which is free. No
means no, sorry for the noise. Keep up the good work.
