During the debconf9's 2nd i18n work session we proposed to have a 
coordinator page in DDTP (per language).

Coordinators should be agreed by the translation teams and configured in
DDTP by an admin.

The coordinators would need to login in the DDTSS interface to be
identified, and would receive special permissions for their language
(other bugs be raised to describe these features).
