When I am using compiz, the Alt key does not work, except for GNOME
keyboard shortcuts.  Alt-Tab does not work and neither do any of the
compiz plugin shortcuts.  Shortcuts that do not require the use of Alt
work just fine, however.  Ctrl-Alt-Backspace does not work[0], and
neither does Ctrl-Alt-F1 (and similar sequences) to switch VTs.  All of
these function correctly when I use metacity instead.  They also
function correctly for another user that uses metacity.

I have tried xev, and it correctly reports the KeyPress and KeyRelease
events for Alt.  Also, if I am in GNOME Terminal, pressing an Alt key
combination sends an escape sequence to the terminal, but otherwise does
nothing.

However, GNOME keyboard shortcuts work properly: pressing Ctrl-Alt-L to
lock the screen works, and so does Ctrl-Alt-Del to bring up the shutdown
prompt.

[0] DontZap is set to off in xorg.conf, and terminate:ctrl_alt_bksp is
enabled, so this should work correctly.

Other information which may be relevant:

* Opening a menu using e.g. Alt-F also works.
* In the CompizConfig Settings Manager, I can grab a key sequence that
  uses Alt; however, I still cannot use the key sequence later.

Is it the same for both Alt keys, or does one of them work properly?

Does your session startup invoke xmodmap in any way?

Neither one of them works.  They are both equally useless.

No.  There's no .Xmodmap or .Xsession file and .gnomerc doesn't call
xmodmap.  GNOME does have some keyboard layout settings, but those are
all reflected in the setxkbmap call I copied in my first mail.

Before I filed this bug report, I did extensive searching of Google and
the BTS to see if there was something that I did wrong in some way or if
this behavior was seen by other people.  I couldn't find anything.

This problem probably has been around for a while, but I didn't notice
it except for the fact that Ctrl-Alt-Bksp and Ctrl-Alt-F* didn't work.

I received an email referring me to
<https://bugs.edge.launchpad.net/ubuntu/+source/xkeyboard-config/+bug/400718>,
which describes the symptoms accurately.  If I disable "Alt is mapped to
Right Win, Super to Menu", everything works correctly.  I hadn't noticed
this previously because this is a ThinkPad R60, which doesn't have a
Right Win key.
