That file does not seem to be part of any Debian package. Is it this
one: http://www.ctan.org/get/macros/latex/contrib/tkz-doc/tkz-doc.cls ?

Emacs is trying to write a file, but could not find a safe coding
system, so it prompts you to enter one. Due to stdout redirection, you
cannot see that, however.

Does it help to use a UTF-8 locale instead? With LANG=de_DE@euro,
emacs22 misdetects the encoding of tkz-doc.cls as windows-1252, that
does not happen with LANG=de_DE.UTF-8.

How can I encapsule this change for the update of emacs22-gtk solely. BTW I have also updated emacs-snapshot-gtk today, and that update worked flawlessly! Therefore, it seems to me that something with the emacs22-gtk is not correct, not with my package system or environnement.

As a one-time shot, try
LANG=de_DE.UTF-8 dpkg --pending --configure
If that works, you can put a first line like this:
% -*- Coding: utf-8 -*-
into tkz-doc.cls to let Emacs know this file is in UTF-8.

Surely. The coding system detection has been improved in
emacs-snapshot, it detects tkz-doc.cls as UTF-8 even in a latin-9
environment.

This bug has been reported against an ancient version of emacs (emacs21,
emacs22) that is no longer supported. It is assumed to be fixed (or no
longer relevant) in newer releases and therefore I'm closing this report
now. If the problem is still reproducible in the current version
(emacs24), feel free to provide more information and reopen this bug report.
