Severity: critical
PHP provides CLI interface and does not require a web server. It also works
just fine with other web servers and web software which may be installed.
Nevertheless the package lists "Requires: apache2-mpm-prefork" which is
plain wrong.
The use of that tag causes apache2 to force-install which unless manual
overrides are added, breaks all other software which needs port 80 but
starts after apache2 in the boot sequence.

No, it doesn't. Please do look for evidence before writing bug report
and making statements.
