Bad news everyone. Dolphin Emu has license issues that make it
non-distributable in its current form.
1) wiiuse is GPLv3+, but the rest of Dolphin is GPLv2 only.
Fortunately, wiiuse can be removed, or we might be able to make use of
the LGPLv3-noncommercial license that wiiuse also provides. The
upstream wiiuse author might be willing to add another license
exception to allow GPLv2, or otherwise free programs, to link with
wiiuse.
2) As I understand it, Debian requires that GPL programs that link
against non-free libraries have a license exception that specifically
allows them to link against those non-free libraries. Dolphin links
against nvidia-cg-toolkit libraries. I don't think we can just remove
that code. We'll need to get permission from upstream authors to link
against non-free libraries, and, as I understand it, we'll need to get
permission from all of them. Alternatively, we might be able to replace
nvidia-cg-toolkit with something free, which is something I had been
looking into before I knew that there were serious problems putting
dolphin into contrib.
I could use some help negotiating between the various parties.

The license issues I mentioned above have been resolved, and I would
again like to build and maintain this package for Debian. Glenn Rice,
who has been packaging dolphin as an Ubuntu PPA for the last 2 years,
has offered to help.
The current version of Dolphin uses wxWidgets 2.9, which is a
development release not available in Debian. That package was requested
2 years ago, and hopefully we'll come up with a solution to bring that
and Dolphin to the Debian repositories.

I submitted version 4.0.2-2 to mentors. It uses the latest packages in
sid, including g++ 4.9, libav 55/55/53, sfml 2.1, and wxwidgets 3.0.

Thanks for working on dolphin, it will be a great addition to the set
of emulators available in Debian.
I had a look at your package and it looks very good to me (although I
have not had a thorough look at d/copyright). The only remark I have
is that you can drop the version constraints on cmake and libxi-dev
which are satisfied in oldstable ("cme check dpkg" returns this
information).

I just tested it locally and playing some Kirby games works amazingly well.

You might want to add repacksuffix=+dfsg to your d/watch options, because
otherwise the downloaded upstream tarball will not have this prefix even though
the non-dfsg things were removed using Files-Excluded.

The 4.0.2 version still has some OpenCL stuff, but it looks like it's
using only generic code (no nvidia specific stuff or linking).
