and rebuilded the package.
The package were successfully rebuilded with this patch, and I've
successfully played video via this patched mplayer.
I also do not know why this check were needed... May be you will ask
upstream about that?

With that explanation, I'm pretty confident that we can enable that encoder ATM, because the system libavcodec and mplayer's copy are (currently) in sync: Both ship ffmpeg 0.5, exactly for reasons like this.
