Scmbug is a system that integrates software configuration management
(SCM) with bug-tracking.  It aims to solve the integration problem
once and for all. It will glue any SCM system (such as CVS/CVSNT,
Subversion, Git) with any bug-tracking system (such as Bugzilla,
Mantis, Request Tracker, Test Director)

Yes. The end result is that scmbug is still not distributed within
Debian.

It was never documented in that bug log that the package was ready.

Also note that the thread on debian-mentors@ was inconclusive. You might
want to address their concerns and send a RFS again.
