Whenever I resume my computer from Suspend mode, I see (using top or htop) that the System load goes really high - usually upto 8.
Then slowly it starts getting low and usually takes about a minute and a half to come to normal (idle) system load 
which for my machine is usually < 1.

I put my computer to suspend mode by going to "System"->"Shutdown"->Suspend under GNOME.

Please let me know if you need more information.

This screenshot shows the CPU is idle, so this looks like IO load. Maybe
you can try with iotop instead.
