On EeePC 901 laptop it is possible to set up an Extended desktop which
consists of the laptop display and the external display. See

I installed eeepc-acpi-scripts:

ii  eeepc-acpi-scripts            1.0.10     Scripts to support suspend and hotkeys on the Asus Eee PC laptop

and set up the extended desktop in /etc/default/eeepc-acpi-scripts:

   COMBINED_DISPLAY_SWITCHES='--mode 800x600 --above LVDS --auto'

I pressed Fn+F5 to activate the extended desktop.

I can move the mouse on both displays as expected. However, when I try
to move a window from the external display to the laptop display because
the mouse is not allowed to move outside the external display when moving
a window.

A window which is halfway displayed on external display and halfway
displayed in internal display is displayed as expected.

What happens if you restart icewm softly after that? See 
WM menu -> Logout -> Restart.

I sometimes had a similar problem with xrandr screen configuration
changes that were not detected by Icewm properly in time.

Yes, this helps. After selecting WM menu/Logout/Restart IceWM I can move
the window anywhere in both displays.

I have the same problem. After changing the screen setup with xrandr, it
is not possible to move a window to the second screen completely.
