I have installed empathy, launched it, and created a Google Talk account. 
Switching from Offline to Online (or any other status) produced no visible
effect. I have also tried adding a Jabber account instead of Google Talk
account to no avail.

I have just installed the packages apt selected upon being directed to install
empathy. I have just finished downloading version from experimental and will
test that one, and report back to you. I hope I didn't assign too large
severity to the bug; fact stands, I cannot connect to Gtalk and package is 
unusable to me.

I have tracked the problem down to me having network-manager installed, but
not using it. I have written my own script to connect to faculty wireless
network since I found network-manager to be misbehaving.

In any case:

empathy_idle_set_presence: NM not connected

It is apparent this affects only a small number of users (either you use
n-m, or you have it uninstalled): for this reason, I'll take the honor of
reducing severity to important. I still don't find it deserves "normal",
since it DOES affect users.

I have n-m installed just-in-case I need something, but I don't find it
particularly reliable. Ergo, I use my own script. And then, although I am
connected to wlan, just because n-m thinks I'm not, empathy also refuses to
connect. Same thing happens if I /etc/init.d/network-manager stop.

This was already encountered by some users, but apparently not perceived as
important by upstream[1] since it uses network manager only "if you have it
installed".

I was confused by this as well for a bit, when I had to do GPRS dialup.

I think it'd be more reasonable for empathy to assume online status if
the user actively tells it to "become available" and then try to connect
no matter what n-m says (maybe even popping up a message box where the
user should confirm, dunno), and only honor n-m's status during usual
automatic operation.

If you have NetworkManager running, then Empathy will (naturally) try
to use it. If you don't have NetworkManager running, then Empathy will
allow you to connect without knowing any connection status.

If you want to disable NetworkManager support in Empathy, then you can
set the gconf key /apps/empathy/use_nm to false.

AIUI, there's some sort of manual "please connect" function, that is if
the status is offline and user sets it to online explicitely; empathy
then spins and appears trying to connect but just won't in case NM is
used but reports the machine as offline.

If it is possible for empathy to detect this kind of user action, I
still think it might make sense trying to connect even though NM thinks
there is no network.

Then again, you might think it doesn't make sense, fair enough.

Hmm, connection managers are not aware of any connectivity. Empathy is
the only one to talk to NM. If NM is not used (thanks to the gconf
key, or not running), then AFAIK Empathy will just tell its connection
managers to connect. If the spinner spins, but doesn't actually work,
then it's an actual problem with your connectivity.

Or am I misunderstanding you?

I am currently not in position to do testing. However as far as I remember
(since so much time has passed), the bug occured when I:

* had network-manager installed,
* had stopped network-manager,
* and finally manually connected to wireless connection.

Empathy (telepathy?) refused to believe that a network connection was
available,
and upon my request to go online, it just reverted to being offline.

I will test as soon as possible if the bug should really be closed.

Just wanted to report, that NM is running but not connected. Did a
manual connection via a USB modem  and empathy would not connect.

This setting worked, thanks. I could connect, regularly even when NM is not being used.
