custom options defined, such as: gnome-control-center, synaptic, etc, etc.

The actions available in the menu are extensible with Nautilus scripts:
	http://g-scripts.sourceforge.net/

However what you are looking for is more an always accessible menu with
a list of favorite applications. We have some such ways to do that in
Debian, for example gnome-main-menu.

Otherwise, unless you can come up with a use case that would justify
extending the context menu on the desktop, I seriously doubt developers
will accept such a change.

my idea came up because on desktop's context menu is only 'change desktop  
background' and i would like to see there also
'rotate screen', etc

The version of nautilus in buster/sid is no longer responsible for
drawing the desktop background or icons on it (see #888939) so this feature
request is no longer applicable in that version.
