On attempting to install exim (apt-get install exim4) fails with:

Commands:
--add <owner> <group> <mode> <file>
add a new entry into the database.
--remove <file> remove file from the database.
--list [<glob-pattern>] list current overrides in the database.
Options:
--admindir <directory> set the directory with the statoverride file.
--update immediately update file permissions.
--force force an action even if a sanity check fails.
--quiet quiet operation, minimal output.
--help show this help message.
--version show the version.

Can you reproduce this bug? The respective code (for adding
users) has not changed in ages and I am unable to reproduce it here.

Afaict you would need to somehow end up with system with a Debian-exim
user but without a Debian-exim group.
This requires either
* manual intervention
or
* adduser --system --group --quiet --home /var/spool/exim4
--no-create-home --disabled-login --force-badname Debian-exim
both adding the user and failing to create the group and nevertheless
exiting with exitcode 0.

Ah-ha - I built this system (it's a xenu) using xen-utils - it looks like this
was a xen-create-image bug where it creates users but not groups - #404521
Sorry for wasting your time with something so obvious.
