PHP5 installs an /etc/cron.d cronjob that clears the session files in /var/lib/php5
The script is /usr/lib/php5/maxlifetime
The problem is that the for loop there is wrong with the Debian configuration policy.
It searches only in /etc/php5/*/php.ini whereas it should search also in /etc/php5/*/conf.d/*.ini
