A similar device - the TP-LINK TL-WN322G (0ace:1215) - also fails a firmware
upload in the same way on Lenny/2.6.26.
A patch[1] for the zd1211rw driver ("treat MAXIM_NEW_RF(0x08) as
UW2453_RF(0x09) for TP-Link WN322/422G") was posted on the linux-wireless
mailing list in Feburary. This has since been included in mainline[2].
With the new RF type defined, the zd1211rw driver is able to successfully
upload firmware to the TL-WN322G. This was tested using a Debian 2.6.29 kernel
image.
It is highly likely that Pluscom WU-ZD1211B devices will now operate as
expected.

Geoff seems to have correctly identified the source of this problem.
Would it be possible for you to test one of your dongles with a more
recent kernel - eg from backports.org?

This bug was caused by the in-kernel driver zd1211rw, not by the
firmware it requires.
This is fixed in newer kernels, therefore this bug can be closed.
