Hi, I've been able to use the Logitech USB camera 046d:08d9 on 2.6.25
and 2.6.26 kernels by building gspca-source, but this fails on
2.6.27-rc* kernel source.

Try using your camera with the new driver. This package will be removed
after Lenny which contains only Linux 2.6.26, therefore this bug report
is not satisfiable and closing.

I did try the camera with the new driver and I experienced a dirty green
screen of output. My apologies for not mentioning this in my initial report.
What is the correct way to report bugs with the gscpa modules in the
2.6.27-rc* kernels (I'm using the kernel source from
kernel-archive.buildserver.net and adding gspca support to the .config
options that I sourced from the linux-image-2.6.27-rc* packages from
kernel-archive.buildserver.net)?

As an upstream bug report to the Linux developers involved with the gspca
drivers. Reporting bugs in Linux kernel is documented in various places.

Or I guess you could report in to the debian-kernel team, but I think going
direct to the upstream maintainers would be the better approach.
