I would like to work on this package ...

I've been a Debian user for some time and since my University graduation
is coming up, I would like to use some of my spare time to retribute the
time you've spared me in using the system.  I'll continue reading the
site's pages for information on how to proceed from now on ...

there are a few steps:
1) retitle the RFP to an ITP, and set yourself as the owner (see the BTS documentation for how to do that)
   this way other people know you are working on it, and won't work on it themselves
