I tried the attached document with 'dblatex test-es.dbk',
'dblatex -P latex.unicode.use=1 test-es.dbk', and
'dblatex --backend=xetex test-es.dbk'. It fails always with:

Changing either the style (from native) or the document's language (from
spanish) avoids the error. Some inserted debug messages indicate that
\DBKisarticle gets set wrong in docbook.sty because \chapter has been
defined in spanish.ldf [2]. The babel file load order is:

Please try the attached patch, to apply on docbook.sty. The side effect
comes from the .ldf that defines the \chapter macro if it does not exist
(side effect of csname).

Many thanks! The patch works fine. I tested a Spanish document
and - to prevent a regression - other languages (en bg ca cs da
de el eu fi fr gl he hu ja lt nb nl pl pt_BR pt_PT ro ru sk sv
tr uk vi).
The test revealed, that Italian does not work either (regardless
of patch or not, so it's not a regression) with -b xetex:
it.dbk_tmp.tex:47: This NFSS system isn't set up properly.

The lgrlmr.fd and lgrlmro.fd files are missing in your distribution (see
http://www.tug.org/texlive/devsrc/Master/texmf-dist/tex/generic/babel).
I guess the problem comes from the texlive-latex-base package.
