Hi,
our package cvxopt sets $(DEB_SRCDIR) because it needs to run setup.py
in a subdirectory but nethertheless we want to patch files outside of
$(DEB_SRCDIR). That is why quilt should run in $(CURDIR) instead of
$(DEB_SRCDIR) or at least there should be an option to run quilt this
way.

There is at least one package that expect to run quilt in $(DEB_SRCDIR)
however, cf my recent bug report on mgt:

If we make that change, we should probably NMU this package as well.
But otherwise I agree with this wihslist.

This package just got fixed apparently, so I committed a fix in quilt's
git repo.
