Enabling the Gtk+ frontend for cdebconf in Emdebian adds Gtk+ as a
dependency of cdebconf instead of adding a single frontend package. This
means that every installation of cdebconf would need Gtk+. As Emdebian
needs to use cdebconf in place of debconf, this would prevent any
Emdebian installation from *not* installing Gtk+ which is simply
unacceptable.

Until cdebconf provides the Gtk+ frontend as a separate package that can
be installed as an option by the user, Emdebian cannot support the Gtk+
frontend for cdebconf at all.
