When set to "local connections only", vino listens on the IPv6 address
::1, port 5900.  When pointed at ::1 (or ip6-localhost), vinagre tries
to connect to 127.0.0.1, and can't find the server.  Vinagre therefore
can't connect to vino when vino is set to "local connections only".

That's a Vinagre bug and upstream is aware of it, they will likely fix it for
2.24 as there's a patch around.

Also, please in the future use Launchpad for Ubuntu bugs (this one is already
reported there, https://launchpad.net/bugs/228370).
