If it us "just a ruby script", is it sensible to use an entire package
for it? What about trying to get it included in another package that
has similar functionality already?

Actually IICR the upstream created this software for http://www.xfld.org
Then ubuntu reused this work:
https://launchpad.net/ubuntu/+source/xnetcardconfig
Then with upstream permission the project moved from private repository to :
https://launchpad.net/xnetcardconfig

I just needed this tool for a custom distro based on debian and I am
happy like this
but I am open to suggestions
