Running the following command...

dpkg-query -W -f='${Conffiles}\n' | grep obsolete

...reported this:

 /etc/init.d/console-setup eb5c5e25713d4ac6ea238351425d8d2f obsolete
 /etc/init.d/keyboard-setup 92c4fcfd66c3957081a7afb9122e2f08 obsolete

I recall that, at some point, the init scripts stopped shipping with 
the package, which completely broke operation. Perhaps the above is a 
leftover from whatever change had broken this?

Hmm, I have absolutely no idea what might cause this.  As far as I can 
remember /etc/init.d/console-setup and /etc/init.d/keyboard-setup have 
always been configuration files.

Getting back to this old bug, the issue seems to come and go.
Apparently, from one release to the next, console-setup stops shipping
the startup scripts.

The only reason of this bug (#463632) I can think of is that 
console-setup and console-setup-mini shared common configuration files.  
This means that when for example console-setup-mini is installed in the 
system and the users executes "apt-get install console-setup" then 
console-setup-mini is removed, but not purged.  As a result the 
configuration files belong to two packages simultaneously and this can 
confuse the package manager dpkg.

Since version 1.47 this is no longer the case - all configuration files 
have one and only one package so I think I can close the bug now.
