The Venezuelan government has announced that the proposed switch to
UTC-0430 will be delayed until the first week of October 2007. It might
be delayed once again, but no further than December 2007.

Be advised that government officers and local media aren't authoritative
sources of information regarding this timezone change. Trying to follow
the government's pace of thinking stuff will transform you into an
insane human being. When approved, changes will be published in the
Official Gazette.

You can check the Official Gazette in both [1] (link in the right block
'Gaceta Oficial') and [2] (in-page search for 'Gaceta')

I don't really understand. The timezone has already be updated according
to the link given in the bug report in tzdata 2007h. What was wrong?

2007j-1 is now in incoming.  This means unstable will be fixed prior to
Dec 9, but fixing stable or testing in time will require additional
effort.

Upstream thought the change was going to happen on Jan 1, 2008, but .ve
announced weeks later it was scheduled to happen on Dec 9, 2007 at 0700
UTC, which is now correctly set on tzdata2007j.
