I had previously setup amule with 8 and 32 kbit/s for UL and DL. I
changed the DL bandwidth to be 128, but noticed after a while that amule
stalled around the same total DL bandwidth as previously.

In the Preferences, I discovered the bandwidth had been reduced back to
32. I figured I had to put at least 16 for UL to be able to have 128 as
DL.

Why is that and why do I had to notice the problem and guess the
solution by myself?

It's called "fair share": you can download at +inf speed and give
1kbps in upload only :)

Now amule is clearer when setting UP/DL speeds,
auto-incrementing/limiting the values while inserting them. Hence
closing.
