Consider the following session output:
[root@mail init.d]# adduser --force-badname 1blah
adduser: To avoid problems, the username should consist of a letter or
underscore followed by letters, digits, underscores, and dashes.
[root@mail init.d]# grep 1blah /etc/passwd
[root@mail init.d]#
As can be seen, the --force-badname option does not work as
advertised.
On an unrelated note, it would be nice to be able to pass in a
password on the command line (horribly insecure, I know, but
convenient all the same) and have a corresponding --force-badpass
option to force it to accept short/bad passwords.

Unfortunately, when adduser made the transition to depending on
useradd from the shadow suite, we lost the ability to implement a
--force-badname type of flag because the underlying useradd program
has no corresponding facility.
So the --force-badname parameter should probably be removed, or at
least changed to report that you can no longer do it.

The --force-badname option only allows usernames that are also accepted
by useradd:
roland:~# adduser --force-badname 1foo
adduser: To avoid problems, the username should consist of a letter or
underscore followed by letters, digits, underscores, and dashes. For
compatibility with Samba machine accounts also $ is supported at the
end of the username
