Starting with the 2.6.18 kernel, I began to experience the following behaviour:

2.6.20 continues to be broken. A 2.6.17 kernel works just fine, no huge time displacements.

time subsys got heavily rewritten with nohz tickless kernels
and due too x86 arch merge.

very unlikely if that is not a hardware bug that it still exists.
