About the archive rebuilt: The rebuilt was done on about 50 AMD64 nodes
of the Grid'5000 platform, using a clean chroot containing a sid i386
environment.  Internet was not accessible from the build systems.

That's a problem in the Mono runtime, see #425194.
There is no known working solution/fix for this, thus I will use a
workaround and depend on libmono-cairo2.0-cil explicitly in monodevelop
with the next upload.
