The Default: for console-setup/codeset is not one of the values in the
Choices: field. This looks unintentional, and confuses debconf into
using an incorrect default. Furthermore, cdebconf at least gets very
confused by what the .config script does in response to this (see
https://launchpad.net/bugs/84401), the fix for which ultimately comes
down to avoiding db_defaulting console-setup/codeset to the empty string
(which is best avoided anyway). Patch for both problems attached.

Treat the Lithuanian keyboard as a two-mode keyboard similarly to
