Hi,

apt-mirror cleans out all files with a ~ in the filename, only to
download them again on the next invocation.

The problem is that the filenames in %skipclean have the ~ replaced with
'%7E', and are not matching the filenames on disk. The attached patch
fixes this in the least intrusive, but not very efficient way. I guess
the proper fix would be to not store modified filenames in %skipclean in
the first place; alas, the patch works and demonstrates the problem.

Using apt-mirror 0.4.4-5ubuntu1 from gutsy on feisty I note that the clean 
still wants to wipe out some stuff that gets redownloaded again.

It seems to be only packages that have _two_ tildes in the filename?

e.g. 

rm -f 'gb.archive.ubuntu.com/ubuntu/pool/main/c/cdparanoia/cdparanoia_3.10+debian~pre0-4build1~edgy1_i386.deb' 
rm -f 'gb.archive.ubuntu.com/ubuntu/pool/main/k/knetworkmanager/knetworkmanager_0.1~svn-r575138-0ubuntu2~dapper1_i386.deb'

Also updated bug report in launchpad for Ubuntu.
